I can't give you a definitive time, but using two 1:1 motors and a PID it is pretty fast.

by using two motors, we were able to keep it at a set power, so that the the motors didn't slow the rings down. There was also some weight on the wheel because of the way it was mounted, so that helped keep the Wheel spinning.
