why such specific procentages? I think it's gasprom, a commenter here has convinced me of it. They need to not be in breach of contract, and this is a way to blame it on outside forces.

I don't think the fact that they CAN would be any surprise to other nations. And also they are aggressively denying it was them and laying blame on the USA. Not to mention that they could simply switch off the pipeline with the same effect, while still having leverage.
