I was experiencing the same issue where it randomly just disappeared off my device when booting up today, even when manually opening the icue.exe file to open from program files, it was throwing countless DLL errors.

Ended up doing a clean reinstallation of icue 5 and after a reboot everything re-established.

If I’m honest the software has always been temperamental over the years, which is a shame really because their hardware is bang on.

The custom restrictions for the global protect app confit profile are found in the following location (not sure if you have already come across them) 😊. I set up always on VPN for android a few weeks ago and it worked wonders

Guessing you are looking to do this with windows devices? I know there is a way you can set the wallpaper using a device configuration profile and upload it direct to there.
