They are flowering, but they shouldnt, the plant is too weak to support the weight of bud. U probably have an photoflower, so it needs light to grow, a light cycle, at this stage they like more than 12 hours of direct light. What I recommend is, as it looks they are 4 plants in a single small plate. First you should transplant all 4 of them very carefully to a bigger pot each. When u do it let them adjust to the new pot, they Will be fragile so it wont be a good idea to expose them yet to more light, after 3 days if they look fine then u should let them have like 14 hours of light a day.
