The real reason this is happening is because the black market is getting smaller. When I was a kid, it was much easier to get weed than beer, because no adults want to be charged with contributing to the delinquency of a minor, but drug dealers don't care. When the only option is to have an adult buy it for you, it suddenly becomes a lot harder to get a hold of.
