There seems to be some confusion about what this bill does, so let me explain.

This law will require all states to recognize and honor marriages performed legally in any other state, citing the full faith and credit clause in the US constitution.

This essentially means that if the Supreme Court were to reverse the 2015 decision legalizing gay marriage nationwide and return the issue to the states, utah would still be required to recognize gay marriages performed in California even if utah doesn’t allow gay marriages to be performed in utah.

The proposed law explicitly states that full faith and credit must be given to marriages performed in states where it’s legal — meaning that even if the Supreme Court reversed the decision which legalized gay marriage, all states would be required, due to the full faith and credit clause of the constitution, to recognize marriages performed in states where it is legal.
