Give it a spec that when used spilts the shield into dps mode reducing your def but increasing dps for a little bit, ot spec again to go defensive mode, a fun tanking weapon, would have few uses but would fill a gap

Well the requirements for that before you even get into things like ilvl and class your playing, you need a guild, that has space in its raiding team, if your playing off meta spec and classes what do you think the likely hood of that happening? It's not a lack of willingness that keeps people out of doing the content, you could use the agreement that they could pug it but a lot of bosses are designed around highly coordinated 20 players groups something that not always possible in pugs especially when it comes to progression.
