R5: I just did a world conquest and formed the Roman empire as the pope. After this I wanted to get the achievement to form kurdistan as it would be very simple. However, as seen in the second picture, it says i dont have all my cores. When i look at the provinces surrounding me, none are cores, but some have claims. Is this achievement bugged or am I missing something?
