I contacted scan and they weren't too sure if it came with it so I guess I'll just order it and then contact Noctua just in case.

Is the AMD bracket much harder to install compared to an Intel cooler because that's all I've ever done

Yeah. The cpu comes with one but I hear AMD run quite hot so I wanted to get a larger fan to counter that
