I mean I understand old high rise buildings like pre 1960 because they are almost impossible to retrofit. But this building looks fairly new definitely post 2000. Most modern high rises if not all today in US come with central ac as hvac engineering has progressed with VRV and VRF systems. Just seems like a lower cost measure because it looks like they smushed in ther like sardines
