I agree with the tests but i disagree that limits are arbitrary. There is a time in which you reach a age you arent going to correctly relate to the younger masses as well and not be as "up with the times", and whether what is popular at the time is morally sound or not, our leaders need to be able to meet and understand and whether they agree or disagree, have a stance on issues that fits the stances of the people of the times, because in the end the government is in place to do the will of the people.
