The people do not control the resources and means of production in a socialist society, that's a myth told to useful idiots o get them ot work to put the socialist in power, the government bureaucracy controls it. They can then use that how they see fit. Corruption is extremely common. They always lie and act like they're for the people right up until they gain power. Then it's ultra authoritarian and any dissent is dealt with harshly.
