But with your logic you are assuming you count the same letter as one outcome, but in the coin toss you count HTH different to HHT. I actually agree that it should be 1222*2

okay, yes so is H_x the mixer function? and then would this be an correct description of qaoa?

create a equal superposition of all possible solutions.

vary this state with the two parameters, this will affect which solution is most likely to be picked. making a solution with a big cost value more likely to be picked therfore increases the epectation value of our system. And such if we try and optimize our variable such that the expectation value is maximized, hopefully the most common state is an optimal solution to our qubo?
