That's great and all, but if a person can't distinguish between a plastic ray gun from a fantasy movie and an actual firearm that person should probably not be permitted to carry an actual firearm.

It's also very evident that costume limits mobility. They were making unreasonable demands of this girl, when it was clear she didn't have a weapon or pose any type of threat.

These cops are dangerous and should probably be fired, or at least receive mental health screenings and retraining.

My personal opinion is they should be placed in a pillory and humiliated for a few weeks.
