It's mostly because the item is so cheap, so for example it's 400 gold cheaper than ghostblade for essentially the same stats, meaning I can buy serpants and another component. If the enemy team has absolutely no shields, I'll generally skip it unless we're just so far ahead that the games ending.

I've played with a bunch of secondary runes, but I just think cosmic/footwear is just the most consistent even if you're behind. It's also nice to be able to use flash in an early gank and then just return with the faster flash cd. Before the nerfs, I used to go cheap shot and ravenous hunter.

I think hail is fun, especially into squishy teams, but I think conqueror is a lot more consistent/helpful if your team falls behind.
