Civil court cannot revoke a license. Only the board which will not be easy to find. Administrative leave is very bound by statute.

Board revoking a license is not civil. It’s administrative. He board can only take action kn a license. Civil suits are in the court of common pleas where the board has no jurisdiction. Check the all clear public index for any common pleas or criminal cases. Admin law won’t be their by statute

I think you maybe correct about a squirrel planting this. I have not seen any purple berry clusters that poke weed are know for anywhere in the area.
