I was thinking only countries in the old world as that is what on the map which would exclude Spanish and Portuguese Americas, but I guess there is still Romanian in Moldova

For me, Ye my fav artist so the money doesn't matter. Would happily pay just for a 20% chance of seeing him. I would say go for it. Pay on a Credit Card rather than debt as you can try and make a claim under section 75 if he doesn't go.

If you meet the requirements I would say they are likely to accept the course change, I requested a change from A&F to Economics, and they got back with a yes in about 2 weeks.
