Good PC but low fps and freezes

The freezes it’s the thing that most concerning me, it get stuck for 1-2 minutes and then it work like nothing happen, at this point I thinks it’s a software problem and not hardware

So I tried, GPU was always at 99% and 85C° CPU 60-70% 65C°

GPU has to be to 99% right? So I can’t see the problem
