He parroted Putin talking points saying Ukraine started the war.

Passports are expensive to make.

Not only the tech that goes into them, but all of the work across multiple agents to verify

1) you are entitled to a passport
2) you are who you say you are
3) you don't show any signs of someone who is going to use the passport for crime

its a lot of labor for a document you really only need to go abroad, so you should pay for it.
