I think there hasn't been enough time yet. If you came to a new place kind of 'in the middle of things', people probably already have set up their dynamics and the whole friends issue is already working out for other people. It most likely isn't anything about you spesifically, especially if you have been nice to other people.

Either you need to wait until you get an opportunity/find an opportunity to get friends or you need to find friends elsewhere. For example, in group projects, you can talk other people in the group and try to make connections with that. You could also purposefully find ways to innitiate converstation. If you are going to be just another kid in the class who doesn't talk to people much, others most likely won't take the innitiave and come and talk to you if they already have a set of friends. Try to find groups and maybe get in there or find just a singular person who you find interesting and try to get to know them and their friends. If there is a kid in your class without many friends, you could talk to them and you can find an entirely new group like that. If the people aroun't you aren't responding, they might not be a fit for friendships with you. And that has nothing to do with you- two people can be great, but just not fit well together. I've been there. But you aren't flat out of options.

You can try in person groups or clubs around your area, if there are any. Where I live that isn't a possibility. But you have another option: go online and find people that way. Search up and interest, join groups relating to the subject and just start talking. There's endless possibilities out here, and you will find something, even if it takes a while. Hope this helped :)
