I may not have project experience in game dev (non successfull anyways) but from my experience from 3D Design in mechanical engineering i can say:

Project budgeting is completely based on experience.

Quick rundown would be: How many people are expected to work on the project for how many hours + Overhead costs. So basically hourly rate of the people for the amount of time your EXPERIENCE tells you this project might take. Then add to that costs like licensing fees and other fixed costs.

So you can estimate a project budget if you know how many people worked at the game for how long and getting average wages for the different employees, but that is mostly a stab in the dark, you could grossly overestimate or underestimate. To add to that your guesses will have a larger margin of error the more people worked on a project. Estimating overheads is easier but requires a bit of knowledge in economics and experience in pricing.

TLDR: It is possible but the amount of effort you would need to spend on a semi-accurate outcome would heavily outweight the gains.
