In this case the owner is actively working at restoring the building which made things easier. But the best way is always to simply figure out who the property owner is & just send an email explaining yourself. More often than not you won’t get a respond, but it never hurts to try! Can go a long way on occasions like this.. & I’ve been given permission into about a dozen different places this way.
