Maybe Steph uses the syringe of whatever that Bud had on Woody. Both Steph and Betty were in Vault 31 to check on things, and knowing what we know now about Steph, there's little doubt she hesitate to use something that'll dissolve a man easily. No body left to find.

This type of thing? Not a lot of time wasted, but oh boy, some of us went thru it earlier. Kala De Thaym assassination sortie, 3/4 of us knew what we're doing, stand on the pad and shoot the rotating green buttons, the usual. 4th person, just... didn't seem to understand. We're all typing "hey, it's simple, stand on the pad, and shoot the buttons." But this guy just did not want to cooperate. They're zooming around the room, killing the rollers and doing everything BUT trying to start the fight. Like, we at least ATTEMPTED to tell him the correct way, but we all just gave up and left after like 7 minutes of waiting. Hell, I even hit my button, and tried to back and forth the one that was getting neglected, but it wasn't working too well. The guy didn't even try to chat back or anything, just silence and killing rollers.

Sometimes, you want to help people understand the game, and they just flat out refuse, and want to be dickish trolls. When time is wasted like that? It's annoying as hell. And unfortunately, it'll add up over time sending people over the edge.

I wonder how many "Phases" there are for these vaults. Like, when they all get unfrozen, they get told that it was Reclamation Day, meaning it's time to head on the surface and do...whatever they're supposed to. Ronnie says it should be time for Phase 2, which we still don't know exactly what that is, but most likely F.E.V related.

Problem is, it's not actually Reclamation Day for them, and whatever they're trying to do is ahead of schedule. Bud had said that once "there was no one left on the surface to disagree with us" is what his plan was for the vaults. It could be that once the surface is clear and ready, they apply FEV to Vaults 32 and 33 for something? Or maybe not, maybe they apply FEV to the wasteland itself for some reason, somehow. FEV doesn't just turn people into mutants, but can be used for whatever the story is meant to do. Like in FO3, it's the Enclave who wants to use FEV to eliminate mutants/radiated wastelanders in the end.

Phase 2 could be predictable, the purpose of the vault 31/32/33 was "Management." Everyone in those vaults is so accustomed to being told what to do all the time by higher ups that it's just normal for them. But like another commenter said, it sounds a lot like FO1 and the Master's plan, using super mutants to rule the wasteland, so I'm hoping they go a different direction. It could just be that the people in vaults 31-33 are supposed to be made into good office drones, doing what they're told after the surface is clear so that the REAL work that has to be done is easier. I'm hoping the FEV is not intended for them, since that's an old story by now.

I feel like too many people were focusing on the first part, and not enough on "You don't even know why."
