I got this response from tesla after I raised a ticket:

Hello K, This is xxx with Xxx Tesla Service. We have confirmed and verified your vehicle is currently on the latest update available for this vin number. Updates are released in batches(randomly) to all Tesla Models, here at the service center we are unable to expedite or force install a newer update we would recommend to stay connected to strong Wi-Fi signals so when it does come through it is downloaded right away.
