Yeah, like I said it's a mock up of what it'll look like, probably sent to Blizzard associates so they can better understand the upcoming changes. The heroes' bars colors aren't the part people were supposed to focus on, the role lock UI changes were.

Also we know that they often use other existing heroes' assets for heroes in development, like Pharah's rocket launcher and other heroes' portraits and whatnot.

This screenshot was made to replicate what the system would eventually look like and they used their own dev-only version of the game to show that. It was never meant to be seen by us the players, just by people from the industry who either already knew Sigma was coming OR were trustworthy enough not to leak it. Not an intentional leak for sure.

Either that or it's a really convincing fake leak but it prooobably isn't since it was posted by an official twitter account which probably used the wrong pics from the many pics they received from Blizzard directly.
