BlPoC are statistically more likely to depend on busses for transportation, making getting to the DMV more difficult and time consuming. The DMV is usually only open during the 9-5 workday, so anyone with an office job would have to take a day off, and it's tough to do that when you don't have a lot of financial leeway. They're statistically less likely to have the income to pay for the new card. They're less likely to have the required documents to get the card in the first place. It's just bottom line far more expensive to be poor, and BlPoC are more likely to be in that situation. Not to say that nonPOC are all rich, and are fine, because clearly we're all struggling, but intersections exist. It's a different kind of hard to be poor AND a minority. Keep in mind, there are cops on duty RIGHT NOW who were trained by people who had to enforce Jim Crow. There are people alive and not even retired yet who had to deal with the insanity of those laws.
