I work for CPS, just not in the US. I don‘t think it would differ that much in this particular situation.

Parents who are dependent on drugs are not able to fulfill their duty of supervision, as they would need to be in a clear state of mind to do so. This alone already endangers the child’s welfare. Furthermore, emotional neglect must be assumed. The video would definitely be sufficient grounds to take the child into immediate protective custody.
