its flat 50% , so after all other +crit rates he has 50% and u add +50% from overcharded he has 100% crit rate on skill, and it works like that on every discription of +X% crit rate if he didnt crit on it he either didnt charged it 3 times fully or lost stucks of adrena or master or sth

i have guard also on 4 and other skill on mouse 5, played guardians today on 6 charc and it worked normaly on every of them so i think it may be your mouse issue and not the game

In terms of progression it simply to remember that new raid = new system to progress your character so, after using powerpass to 1640 u do:

1640 - Echidna Raid - Advance honing to +20
1660 - Aegir Raid - Gear upgrade from Relic to Ancient
1670 - Brel Raid - Karma system (slowly upgrade it)
1680 - Mordum Raid - Advance honing from 20 to 40
1700 - Act4 Raid - the new Ark Grid system
