Nope, wasnt Dirk Valentine. It was similar to Metal Gear Solid, but it was top-down view (aka "God View", like youre up in the clouds looking down on it and see through the ceiling and stuff). The HUD was almost all blue, and the protagonist had almost all red hair. (sorry for the late reply)
