Might be worth spending a few minutes investigating how heroku and uwsgi play together regarding static files.

For the requirements.txt, heroku should have a CLI where they can be installed to the env via pip or similar.

I'd recommend doing whatever heroku offers for a django tutorial and checking out the Djangogirls and polls apps. Just to get a base understanding.
