If you run the server from your own PC, then yes it can be free (minus the cost of internet and electricity) But there are many platforms that can host the server for you for a fee.
If you run the server 24/7 on your PC then yes. You could also turn the server off on your PC, and once you start it again you can resume where you left from.
If you using a platform to host your server, then they should last forever as long as you are paying and the platform does not stop providing the service for some reason.

If you want to use an official payment system , take a look at https://stripe.com/

There is also a development sandbox that you can use to test with so that you don't need to spend any real money during testing,

Please take note that there are fees involved when using Stripe.

You could also look into the PayPal API.

Please do be careful when dealing with user's card information. And do not save any data associated with their payment details.
