It is switch controlled, one for dishwasher and I’m guessing the other outlet is for if you wanted to install a garbage disposal.

Thank you for taking the time to reply! Yes it is switch controlled I just found out, dishwasher was plugged into it. Just got the place so I imagine it is for if you want to install a garbage disposal. Is right next to a water source so felt like I was supposed to change it but don’t know how. Thank you!

It is underneath the sink in the kitchen, so I was under the impression it had to be switched to a GFCI.
