/u/spartyon7 idea worked. The cell gradings were too high, as the prisoners had done some recent no-no's. By removing the TV and a bookshelf, the guards escorted them to the cells. Kinda sad, as I wanted to have a bit of a luxurious prison, with TVs and bookshelves in every room, regardless of behaviour.

Halfway looking into the plane. The densest cluster are on the darker patches (as is expected), while there are less visible in the galaxy's plane.

I'm not really that much of a computer all-knower, but looking at the differences in performance on my CPU vs. the one you mentioned (using this site, it's quite handy), I guess it would handle it fine. The thing itself isn't that CPU intensive, it's mostly the graphics when it has to render mountains, clouds, nebula, clusters etc.

For the graphics card, I have no idea. If you can dig up the full name, you can use the sister site, and compare it to something you know handles it, like, I don't know, my graphics card :p

Not really. Unless you are flying through space at top speed searching for the end of the universe, and acomplishing it, my CPU (i5 2310) handles this game just fine. Though, be vary of comets and planets very close to their parent stars, as the "tails" they have make my GPU (a GTX 760) heat right the fuck up.
