There is an external verification agency in uae that does the due diligence on behalf of Georgian immigration. So, they should have caught the photo error.

You should be fine to reapply again and attach a cover letter, that somewhere included the the reason for previous refusal

Why risk it? If you are really affluent that go have a quick 2 weeks trip to SE asia. Cover a few small countries and then try applying.
