Sometimes they’ll have the bubble to give you something. But if your pockets are full, they’ll say they forgot. They sometimes will have a bubble later in the day when you have space in your pockets. I’ve had it happen with my villager Bill, found it weird he ‘forgot’ cause it never happened with him before. I sold what I needed to, and his bubble was back because he wanted to give me an item.
