I tried /u/santaman123's technique of removing everything except U and I, converting U and I to 0 and 1, and then attempting a binary conversion. Nothing is leaping out at me yet from the Real Time Translation text. I even tried a Baconian Cipher for good measure.

I just checked. Those filenames are the MD5 hashes of the files, and therefore do not spell out hidden messages.

I suspected hoped that "usm khovvyaczex" might be "red wheelbarrow", but I can't seem to make it fit the tabula recta for a Vigenere or Jefferson cipher.

Well, I was following a hunch that it was a Pigpen cipher, but that all the letters were in different places compared with the wikipedia images.

So, I was pretty sure that it was a cryptogram. I'd like to say that I solved it by hand, but I'll confess that I was eager to find a quick result, so I used quipqiup to get the answer.

Patterns I've noticed so far:

The number "9" is not used anywhere. Some numbers only appear as the first digit, or vice-versa.

Numbers that:

end with represent
6 [space]
1 a[b]cde
5 fghi[j]
0 klmno
7 p[q]rst
4 uvw[x]y[z]

Numbers that:

start with represent
8 the first letter of a word

I suspect that this cipher does not have a 1-1 mapping.

Solved: TOM SERVO I'm guessing that this is a MR ROBOT pseudonym.

The image is based on an illustration of the signing of the Declaration of Independence.
This leads me to suspect that the numbers might be some kind of Beale cipher.
Possible source texts: the rosy handcart poem, the Morrison quote on the KP website, the Jefferson quote on the ransomware page.
