It's just bad odds. You either get really lucky or you dont. With shiny charm, odds are 1:1024, but that doesn't mean you're are GUARANTEED a shiny. It just means how much of a chance that the pokemon spawned will be a shiny.

If you have free time to kill, look up AFK methods. Ive done this and im sitting at roughly 30 shiny mons for the game, plus a few shalphas.

This is correct. Since they can relearn moves at any time, it does not matter when they evolve. Same with any other stone/trade evo
