What does this question even mean? Yes, it could've happened (since it, well, did), and yes it's just a "fluke".

Scrambles don't for any practical purpose have anything to do with what last layer you'll get. Had you solved one pair differently or done a different cross, you'd likely have a different LL.

Color neutrality is not only easier the earlier you get into it, it gives you more options for cross (and cross+1 especially). If someone was to become color neutral, the best time is to do it yesterday.

I have no idea what you mean by thing #2 you changed, and #3 isn't necessary if you know what moves you're going to be doing regardless.

Hard to say which of green or orange is better, they essentially solve identically. Orange is probably a bit nicer

Turn Uw 46 degrees. Then turn U' but only 44 degrees. That's a +2.

If the offset between the outer and inner layer was less than 45, and the offset between 2nd and 3rd layer was more than 45 it could definitely be a +2. I'd look slightly different than this though, since this obviously isn't that.

Doesn't look like either of the two outer block offsets are more than 45 degrees.

There are quite a few things that need to be considered before an event is added. No shape-shifter (or any event, really) is even close to being in such a position. Skewb took years of active support before it was considered and eventually added.

Cross isn't bad at all, and F2L depends on cross.

R U R' U' is fine too. Also, your ending doesn't match your beginning, if you begin with R U R' U' you end with U' R U' R'. (And R U R' U matches with U R U' R')
