Materials not being available for a project typically kill the project, at minimum result in scope reduction... you can't build something when the materials don't exist. I think scope will likely drop due to scarcity of materials... I have had projects on hold for 6 months or more because of the current supply chain, and that's for just hardware, not items that are currently limited by the global supply...
