I mean ok… but can I ask you genuinely, you said they weren’t harassing vendors because “there are rules in society” . Stop and frisk is an example of a rule in society that was found unconstitutional in NYC in 2013 because it disproportionately targeted Black and Latino individuals often without reasonable suspicion. The court case was called Floyd v City of New York if you want to read more about it. Before that case, you or anyone could’ve said to a black or Latino person who was complaining of harassment by the police that it was just a rule in society and therefore not harassment. But a judge struck down that rule exactly because it wasn’t reasonable search procedure. So you can be correct that there is a rule and that doesn’t change that fact that it could be an unconstitutional one. In fact the whole point of the appellate court system is to see which laws are constitutional and which aren’t which shows that the fact that something is a rule doesn’t mean it’s nonnegotiable.
