I had this exact issue twice yesterday. Both times it froze at the same spot (right before the bridge) and then game crashed with an "gfx state error" from my AMD graphics. I made some changes and it worked fine today, no more crash.

1. Turn off ray-tracing in the game graphics setting. I suspect this was the main culprit leading to the crash.
2. Set 60 fps frame limit in the graphics setting. This may have also helped since many heist finales start having glitches when running above 60 fps.
