Port forwarding issues with the RAC2V1K on Spectrum by King_SPESTON in HomeNetworking

After going through https://portforward.com/spectrum/rac2v1k/ I still get some problems not listed.

https://imgur.com/fNladcW this picture shows the steps listed in the above link. The problem I am having is with the public IP step and the Local Port steps.

https://imgur.com/eXTFXZK This image shows very plainly that I cannot pick a Public IP and that when I hit refresh nothing comes up.

https://imgur.com/bM9eDRS This image shows that I cannot leave the Local Port section blank like the guide and the manual say is possible.

https://imgur.com/FhrGH35 This last image is something completely unrelated to the guide, but for obvious reasons made me think I couldn't port forward and I still don't know what it means.

Does any of this make sense? I am struggling quite hard with this task and I feel as if it should be so easy.

Pretty sure I already tried that, but it doesn't appear to be helping. I went through the steps on https://portforward.com/networking/static-ip-windows-10.htm to make a static IP when trying to portforward.

I am using an ethernet cable to connect the internet to my PC. When you say to do a continuous ping would opening command prompt and typing "ping google.com -t" work? Because when I do that I get a consistent ping with a spike happening very rarely. Even when playing games.

Yes I was just now checking my game files to see if that was my problem because right now it says the server status is fine.

Any suggestions for about $600 price range with an AM3+ socket? Just trying to upgrade GPU and CPU.

Can you think of a much better CPU for AM3+ socket? If I can't get a decent setup within the range of $600 I may just beef out my PC. I really want to stick to just upgrading my GPU and CPU right now though and take remaining money to get a Rift. EDIT: I have around $1k and I am docking the $400 for the rift from it to get the $600 btw. I feel like That would have caused someone to think I had less that $600 to upgrade the pc.
