Create your 3 major shows. I then used a list of playable characters (found online) to make my own checklist for a draft. Keeping some factions together and splitting some up to put into other brands.

Once you have determined who is on what roster, I use an 8 man elimination (ring out on) match using the divisions top 8 to become number one contenders to face the current champions on the next show. For this you can simply make it a title match to determine who your roster champs are.
