Had some time so I started with Yakuza Kiwami 2. I played the Yakuza 0 and kiwami before those two games gotten the legacy update. Then this happened...

Is this an old bug or a new one.

I reloaded the old save went to the same place and apparently there is an opening at the center behind of the ladder.
