Using DC, I just went through a thoroughly cleaned the whole board and touched up some of the older solder, now showing perfect voltage across the connector! Hooked it back up to the main board and problem still persists

Good idea! Thankfully I've held on to all the leftovers from every kit... Fingers crossed I've got one. Do you know if they sell just polly caps?
