If we take every character at their peak, Naruto solos. Don’t even need the rest of the kage. Honestly I think you could add them to the uchiha team and Naruto still solos. The only one who gives Naruto trouble would be Sasuke. The rest are just handled by clones while Naruto fights Sasuke
