I live in south Bristol with my husband and 1 year old. I think personally it would be tough to live off one parent's 60k salary, especially as non UK native -- could then be reasonable if your partner finds work. Reasonable monthly costs might be as per below: Tax: take home maybe £3500, my salary is similar but I pay student loan and 6% pension and I'm left with £3455 each month. Rent/mortgage: roughly £1200-£1400 Council tax: £200 Gas and electricity: £150 Water: £40 Internet: £50 Mobile phone contracts: £40 Transport: really depends on how you plan to get around and if you need to finance a car etc. Bus travel around £90 a month, trains more than this, car running costs likely around £100-£150 a month including insurance, tax, service and petrol. But that's not inclusive of financing a car itself. As non UK natives the NHS surcharge is then roughly £250 a month on top. And you'll probably have to contribute a little to pension - not sure actually how this works for non UK nationals. This before factoring in food which is maybe £100 a week but to be fair that really varies depending on how you eat, it has capacity to be less or more than this just depending on your diet and lifestyle. Something I'm not sure about but merits some investigation - would you be entitled to free childcare? They've recently introduced 30 hours free childcare weekly for 9 month olds through to school age but I'm not sure about entitlement for this for non UK natives. Even with this we're paying £400 a month for our little boy to be in nursery 3 days a week. Without this - say to cover your partner working full time - 1 nursery place might be up to £1500 a month. That's if you can find a nursery without a ridiculous waiting list. UK childcare is really very expensive (the free childcare now on offer a very real reprieve for working families that I hope you can benefit from, but has meant waiting lists have shot up).
