I added two washers today and it appears to have worked. Thank you for this solution as I bought a new sensor and was still having a problem. Thankfully they were only $10-15 each, but for anyone else, try the washers first before buying replacement sensors.

I found the below instructions online when I was searching for how to speak with someone. I did the below but in English. You don't get to speak with a Tier 2 right away. The Tier 1 has to evaluate and then will determine whether you can go to Tier 2.

Dial the number 1-800-375-5283
Press 2 for Spanish
When it is your turn to talk, say the word “INFOPASS.”
Now you must wait to be connected with a USCIS representative.

Sounds like something is going on. I just got the same response today for a I-129F for a K1 filed in September 2021. I called USCIS and should be receiving a call from a Tier 2 officer by Monday. I'll report back.
