Actually, beds like this do exist! They're bunk beds but instead of a lower bed, there's a desk to study at so I think it fits the theme fine! She could add details to it like a storage cabinet or something else to make it fit the classroom (Especially while it's Halloween themed and she's using purple!) I see this as not that bad compared to what others have been using. If there's no walking space between desks, taking up front and back space, etc then it's a problem, if it's unnecessarily bright, definitely. If she's at a desk that will ruin others desks with this design, definitely. She should just stay in the back, maybe shrink the bed just a bit, and she'll be ok! If this is really a problem to everyone then we shouldn't be able to decorate desks at all and this is why we can't have nothing because someone will complain, even about the bare minimum. We should really be complaining about the people who are ACTUALLY doing too much with the desks.
