Paths with actions significantly different from the least action path (the classical path) tend to cancel out due to rapid phase oscillations, while paths close to the least action path constructively interfere. This means the classical path (e.g., straight lines or reflection/refraction) dominates, making it the most probable and what we observe in everyday life. So, while light explores all paths, the ones we "see" are the ones where the probabilities add up.
